How COMPASS works with other departments in the City of New Haven

The City’s Community Services Administration (CSA) includes five core departments—Elderly Services, Health, Libraries, Youth & Recreation, and Community Resilience (covering housing/homelessness services, violence prevention, and community mental health). Eliza Halsey, the Community Services Administrator for the City of New Haven, says Elm City COMPASS is a critical partner across CSA and other city departments (including Police, Fire, and Livable Cities) and is an essential part of the city’s continuum of support. Through COMPASS, residents—especially those who are unhoused—are connected to navigation hubs for safe daytime spaces and basic needs, to behavioral/mental health services like the REST Center, and to shelter and emergency housing resources via partner sites. She emphasizes gratitude for COMPASS’s role as a key link to daily supports.
